Dr. Chhoa Keng Hong is a Consultant Neuropsychiatrist at Sarawak General Hospital, specialising in neuropsychiatry, general psychiatry and neuromodulation therapy. He holds an M.D. ​ from Universiti Malaysia Sarawak, DrPsych from Universiti Kebangsaan Malaysia, and has completed multiple certifications and fellowships, including neuropsychiatry subspecialty training in Malaysia and Australia. ​ He is also a certified practitioner in transcranial direct current stimulation and transcranial magnetic stimulation. ​

Dr. Chhoa has extensive career experience, including roles as a consultant, lecturer, fellow, psychiatrist, and medical officer across various hospitals and institutions in Malaysia and Australia. He has been actively involved in teaching, research, and clinical practice, with notable contributions to neuropsychiatry and electroconvulsive therapy (ECT).

He is affiliated with numerous professional organizations, including the Malaysian Psychiatric Association, International Neuropsychiatric Association, British Neuropsychiatry Association, American Neuropsychiatric Association, Functional Neurological Disorder Society, International Parkinson and Movement Disorder Society, Clinical TMS Society, International Society for ECT and Neurostimulation, Academy of Brain Stimulation, World Sleep Society and American Academy of Sleep Medicine. He has published research in reputable journals on topics such as schizophrenia, bipolar disorder, and neurodegenerative conditions, and has served as a reviewer for academic publications.

Dr. Chhoa is a frequent speaker at national and international conferences, addressing topics like mental health stigma, neuropsychiatric approaches, and ECT. ​ He has also contributed to society through public awareness initiatives on mental health, young onset dementia, and Parkinson’s disease. ​

Additionally, he has held leadership roles in organizing workshops, conferences, and task forces, including chairing the Sarawak General Hospital ECT Workshop, Sarawak State ECT Course and the Asia Pacific Neuropsychiatry Conference. ​ His research involvement includes studies on regional cerebral blood flow with functional near infrared spectroscopy (fNIRS), neurofilament light chain proteins, antidepressant prescription patterns, ECT practices and other related neuropsychiatric topics. ​

Dr. Siti Nor Fadhlina binti Misron is a distinguished Neuropsychiatrist and the Head of the Neuropsychiatry Division at Hospital Permai, Johor Bahru. She holds the distinction of being among the few female neuropsychiatrist within the Malaysian Ministry of Health.


Dr. Fadhlina earned her Bachelor of Medicine, Bachelor of Surgery (MBBS) from the International Islamic University Malaysia (IIUM) and her Master of Medicine in Psychiatry (MMed (Psych)) from Universiti Sains Malaysia (USM). She further honed her expertise by completing a prestigious neuropsychiatry fellowship with Malaysian Ministry of Health and The Royal Melbourne Hospital in Australia in 2023.


In addition to her clinical leadership, Dr. Fadhlina is a dedicated academic, serving as an adjunct lecturer at Monash University Malaysia. She is a prolific contributor to the medical community with publications in peer review journals. She is a respected peer reviewer and is currently authoring a book on EEG interpretation for electroconvulsive therapy (ECT) practice, further cementing her status as a leading expert in neuropsychiatry. Currently she is one of the founder of the newly published neuropsychpedia website.

Dr. Chin Han Lim is a distinguished neuropsychiatrist currently serving at Hospital Raja Permaisuri Bainun (HRPB), Ipoh. He graduated with a medical degree from Universiti Sains Malaysia in 2010 and went on to complete his Master of Psychological Medicine at Universiti Malaya in 2018. In 2024, he successfully completed his subspecialty fellowship in neuropsychiatry in Melbourne, Australia.


Dr. Chin has a keen clinical interest in cognitive and neurodegenerative disorders, including vascular cognitive impairment, Alzheimer’s disease, frontotemporal dementia, and Parkinson’s disease dementia. He also has extensive experience in managing behavioural disturbances arising from acquired or traumatic brain injury, positioning him as a key expert in complex neurocognitive and neurobehavioral conditions.


In addition to his clinical work, Dr. Chin is actively involved in expanding neuromodulation services in Ipoh. He is proficient in advanced brain stimulation therapies such as electroconvulsive therapy (ECT), repetitive transcranial magnetic stimulation (rTMS), and other neuromodulatory techniques.


He is a committee member of the National ECT Guidelines 2022, contributing to the development of national standards for ECT practices. Dr. Chin also serves as a regional reference for neuromodulation and neuropsychiatric cases in the northern region of Peninsular Malaysia, providing expert consultation and leadership in these specialised areas.
